They allow developers to build new types of applications that were previously impossible: low-cost or even free remittances, programmatic micropayments, AI-native transactions, transparent and decentralized global commerce, and more.
Stablecoins enable the world to use the dollar, spread financial freedom, and ensure that the next generation of financial infrastructure is built on American standards.
For too long, innovators in the cryptocurrency space have operated in an environment of legal uncertainty. This uncertainty has hampered the growth of the internet, forced developers to look overseas, and caused fragmentation of the internet. The GENIUS Act turns that around: it creates clear rules for stablecoins and leads us toward broader structural reforms of the crypto market.

Next, we need to do the same for the crypto market as a whole. The Senate can do this by passing the CLARITY Act, which provides clear rules for the broader crypto industry, paving the way for innovators while also protecting consumers from scams and bad actors.
We believe that by enabling open, user-owned protocols, rather than closed ones, the United States can lead the next era of the internet—the era of read-write ownership.
