At a meeting held at the Science Park, the Deputy Secretary-General of the Hong Kong SAR Government stated that Hong Kong is fully committed to building a global digital asset hub. The government has established a licensing regime for virtual asset trading platforms and introduced regulations for stablecoins. In the future, it will also improve the licensing framework for trading and custody services to ensure regulatory alignment with international standards while maintaining market openness and innovation.
In terms of technological development, the government sees artificial intelligence as an important engine for economic growth. Hong Kong plans to establish an AI research and development institute to link academic and industrial resources, and accelerate the construction of a competitive AI ecosystem through research funding, computing power support, and talent introduction programs.
In addition, the Deputy Secretary-General highlighted the development blueprint for the 'Northern Metropolis.' This area, adjacent to Shenzhen and covering about one-third of Hong Kong's territory, will be developed into a modern city integrating innovation, technology, education, and industry. Plans include building a university town, strengthening research collaboration, and better integrating into the development of the Guangdong-Hong Kong-Macao Greater Bay Area.
The Deputy Secretary-General emphasized that these initiatives are not long-term plans but ongoing practical developments. With the improvement of digital asset regulations, the growth of the AI ecosystem, and the progress of the Northern Metropolis construction, Hong Kong is accelerating the building of a future-oriented economic system.
