I believe this is utter nonsense. Even in free countries where VPNs aren't required, your IP address constantly changes while using your phone to browse social media. Each mobile network base station has a unique IP address, shared by countless people, not to mention the frequent use of different Wi-Fi networks. Regarding VPNs, when Brazil banned Twitter, Elon Musk advocated for their use. Therefore, throttling due to IP address is unfounded. The primary reasons for throttling or account bans are the content posted or the number of followers acquired.
