U.S. Treasury Secretary Scott Bessent said Trump is using "strategic uncertainty" in trade negotiations with world leaders.
Last Sunday, Becent was interviewed by Martha Raddatz, co-host of ABC News Channel's "This Week" program.Despite a drop in voter approval ratings for Trump’s approach to economics, he firmly defended Trump’s tariff policy.
"In game theory, this is called 'strategic uncertainty'. So you won't tell the other party about your final position. No one is better at creating this negotiation advantage than President Trump."
He went on to say, “He has shown these high tariffs – that’s the big stick. And carrots are ‘Come to us, cancel your tariffs, cancel your non-tariff trade barriers, stop manipulating your currency, stop subsidizing labor and capital, and then we can talk’.”
In early April, Trump announced a series of high tariffs on dozens of countries, a move that caused a global uproar, many of which have been reliable U.S. trading partners for decades.
However, just a few days after he announced the news, Trump suspended the maximum tariffs for 90 days, but still retained a 10% base tax rate for most countries.
Trump's announcement of a series of tax measures was motivated to deal with the trade deficit and to readjust the tariff policies he long believed that put the U.S. — especially U.S. manufacturing — at a significant disadvantage in the global market.
Trump's trade policy has caused a rift in his long-term alliance with Canada and Mexico. Many economists have criticized their administration’s trade strategy, questioning Trump’s radical and unpredictable approach.
Despite the recent decline in U.S. stock and bond markets and investors seem to lose confidence in the United States, Becent does not think this must be a sign of loss of confidence. Becente mentioned that he has 35 to 40 years of experience in the market and believes that short-term market fluctuations may be statistical noise or market noise. He stressed that the most important thing is to lay the foundation for a strong dollar, a strong economy and stock market, and to let investors understand that the U.S. government bond market is the safest and most stable in the world.
Bescent also said he believes there is a "path" to resolve the trade dispute with China. “It may take months to reach a trade agreement, but the agreement reached in principle, along with the scope of good conduct and compliance of trading partners, can prevent tariffs from rising to the highest levels.”
Although Trump's policy has recently sent positive signals to the market about the trade war, China once again denied rumors of China-US tariff negotiations, saying that the two sides have not conducted consultations, and it doesn't matter "reach of an agreement."
