Reuters said this week, Ukrainian and European officials opposed some of the U.S. proposals on how to end the Russian-Ukrainian conflict and put forward counter-proposals on issues ranging from territorial to sanctions.

These plans formed by U.S., European and Ukrainian officials in Paris on April 17 and in London on April 23, reveals the internal operation of Trump's shuttle diplomacy in seeking a quick end to the conflict.

The main areas of disagreement in the two texts relate to the order in which territorial issues are resolved, lifting sanctions against Russia, security guarantees, and the size of the Ukrainian army.

Although some of the differences have been revealed by sources close to negotiations, the documents seen by Reuters listed the differences in full and explicit for the first time.

According to sources close to the negotiations,The first textIt reflects the proposals conveyed by Trump’s envoy Steve Witkoff to European officials in Paris, which were subsequently conveyed to the Ukrainian side. U.S. State Marco Rubio described the proposals as a "broad framework" to determine differences between the parties.

Sources saidThe second textIt was formed a week later by Ukrainian and European officials in London and submitted it to the US.

Zelensky said on Thursday that he believes a document containing the proposal formed in the London talks on Wednesday is now on Trump's desk.

Russian troops now control nearly one-fifth of Ukraine's territory.

On the territorial issue,Witkov's proposal calls on the United States to legally recognize Russia's control over Crimea and, in fact, recognize Russia's control over the southern and eastern Ukraine controlled by Russian troops.

By contrast, European and Ukrainian documents delay detailed discussions on territories until after the ceasefire is reached.In the fileThere is no mention of recognizing Russia's control over any Ukrainian territory.

On the long-term security issues of Ukraine, the Vitkov document states that Ukraine will receive "strong security guarantees" with Europe and other friendly countries acting as guarantors. The document provides no further details, but says Kyiv will not seek to join NATO.

In terms of economic measures, Witkov's proposal said,Implemented on RussiaThe sanctions will be lifted as part of the agreement under discussion.

The counter-proposal stated that "sanctions will be gradually relaxed after achieving sustainable peace" and that if Russia violates the terms of the peace agreement, sanctions can be reimposed.

Documents from Europe and Ukraine also propose thatUkraine should obtain financial compensation for losses caused by the war from frozen Russian overseas assets. Witkov's text only means that Ukraine will receive financial compensation, but does not state the source of the funding.
